Members of the Press
Ladies and Gentlemen
To be in the presence of a personality who holds and direct the affairs of the National Civil Service is a rare opportunity and a moment of happiness. Permit me therefore, on behalf the National Executive Council Members of Arewa Youth Forum to say thank you and also express our deep appreciation to a woman of substance, Head of Civil Service of the Federation, for receiving our delegation today in her office. We thank you most sincerely for accepting to receive us at a short notice despite your tight and busy office engagements. Ma, we appreciate this honour done to us by you and by your office. Indeed, this honour goes to show and tell us that our dear mother is deeply passionate, concern and have believe in what we are doing as youth activist.
Distinguished ladies and gentlemen in the office of the Head of Civil Service of the Federation, the Arewa Youth Forum delegation is here today to pay our respect, lend our support to the ongoing wonderful reforms in our Federal Civil Service as initiated by our mother and role model. We are also here to brief and inform this highly respected office on the what we do as an umbrella body of Youth Organisation in Northern Nigeria, and finally seek ways of collaboration and partnership between the two organizations using our structures, particularly on grass-root and local advocacy on how to make our Civil Service efficient. Ma, from your assumption of office Head of the Federal Civil Service, and like other Nigerians, the Arewa Youth Forum has placed you on a close watch to see the magic you will perform on a system was left to us by our Colonial Masters that is corrupt, lacks accountability, lacks transparency and above all, inefficient.
Surprisingly, and to prove the doubting Thomases wrong, you immediately kick-started notable activities to change the face of the civil service at least for once. One of such programmes is the re-enactment of human capital development, tours of the Public Service Institute, Centre for Management Development, Administrative Staff College of Nigeria and many others with the view to activate some of them to meet up with the objectives of the Federal Government’s change agenda for civil servants in human capital development. Another innovative programme which Madam has been so passionate about, is the Federal Integrated Staff Housing Programme(FISH), which also saw the ground-breaking ceremony in 2016 during the Civil Service week; this is done to enable civil servants own their houses and live in decent accommodation. An idea that would ultimately motivate public servants for efficient service delivery. What a NOVEL idea! We say thank you and Congratulations Ma.
Furthermore, you are able to make civil servants, under your watch, to realize your vision and focus in a civil service, emphasizing that under your stewardship, the service will be committed to achieving efficient service delivery to the citizens through the adoption of a new work ethics represented by the acronym “EPIC” which stands for “Efficient, Productive, Incorruptible and Citizen centered”. The idea is to create an EPIC civil service anchored on four goals and pillars through the development and institutionalization of an efficient, productive, incorruptible and citizen-centered culture in the civil service, develop and implement an enterprise resource management system, develop entrepreneurship culture and commercial orientation in the civil service and finally improve welfare and benefit packages for civil servants.
Ma, Distinguished Ladies and Gentlemen, as the umbrella body of progressive Youth of Northern extraction, the Arewa Youth Forum from its establishment to date and through its membership spread has organize various developmental programs some of which are in partnership with Ministries, Agencies and Departments. I am happy to inform you that recently and within the period of September 2014 to October 2015, the AYF implemented the 1st circle of US Department of State fully funded ‘Conflict Mitigation and Peace Building Project’ in the four-4 States of Northern Nigeria i.e. (Kaduna, Bauchi, Nasarawa and Taraba) respectively. The project was AYF noble contribution to the Federal and State Government’s efforts to help the Nation in addressing and mitigating the security and peace building challenges. For the record, we wish to report that the project has achieved its desired objectives because it has served as an avenue where over one thousand Youths across these four mentioned States and twelve communities were trained as Community Peace Ambassadors and Actors. We are happy to also report that through this program, we able to reconcile between fighting communities and groups thereby making them to with one another. Our hope to these communities in the next phase of the program however, is to provide means and sources of economic livelihood for these trained Peace Actors; so that they can be economically engaged and empowered.
Madam will be allowed to speak to the gathering on a suitable topic that reflects how to make our Civil Service efficient. Please accept our Congratulations as we look forward to this day!
Finally, I thank you and your office once again on behalf of the Arewa Youth Forum for the honour done to us.
